One of the most vulnerable segments of society is widows, for whom the Islamic ruler has special duties, as in hadiths, the Prophet (s) and Imam Ali (a) have been mentioned as the refuge of widows. This article tries to study the islamic government's duties toward widows from the perspective of verses and hadiths, and then examine the Islamic model in terms of implementation of Iranian law. The research method is descriptive-analytical and based on the data collected in library intermediary resources. According to the findings of this study, from the perspective of verses and hadiths, providing economic needs of widows and creating justice is one of the most important duties of the Islamic ruler, and the ruler should also reduce social harms such as slander, humiliations and psychological harms of widows by creating and creating facilities for quickly addressing widows' complaints and preparing conditions for facilitating communication with counselors. In a comparative study of the Islamic model with Iranian laws toward widows, the findings show that the laws Iran has enacted regarding widows are related to the provision of economic needs of widows of non-working women, which is the responsibility of the welfare and relief committee to enforce these laws. Also, by placing counselors in these two institutions, the government has addressed the problems of widows in the social, economic, law, etc. Gives free advice. However, the problems caused by society's misguided cultures and attitudes, including suspicion, slander and humiliation of widows and sexual harassment, have also been ignored. In this regard, optimal culture building by public media, establishment of associations for consulting, welfare, financial and empowerment services These women, as well as publications and websites to investigate and address the problems of widows, including housekeeping as jobs, the creation of government kindergartens with appropriate facilities and the number needed, and most importantly, putting officers in place to inspect widows and address their complaints are proposals to alleviate the problems of widows. حکومت اسلامی در برابر مردم دارای وظایف مختلفی می‌باشد. یکی از اقشار آسیب‌پذیر جامعه، بیوه زنان می‌باشند که حاکم اسلامی بالخصوص در قبال آن‌ها وظایفی خاص دارد؛ چنانچه در روایات نیز از پیامبر(ص) و امام علی(ع) به عنوان پناه بیوه زنان یاد شده است. این نوشتار بر آن است تا وظایف حکومت اسلامی را در قبال بیوه زنان از منظر آیات و روایات مورد مطالعه قرار داده، سپس الگوی اسلامی را از لحاظ تطبیق بر قوانین ایران بررسی کند. روش پژوهش توصیفی ـ تحلیلی و مبتنی بر داده‌های گردآوری شدۀ در منابع واسطه‌ای کتابخانه‌ای می‌باشد. طبق یافته‌های این پژوهش، از منظر آیات و روایات، تأمین نیازهای اقتصادی زنان بیوه و ایجاد عدالت از وظایف مهم حاکم اسلامی می‌باشد، هم‌چنین حاکم باید با فرهنگ‌سازی و ایجاد امکاناتی برای رسیدگی سریع به شکایات بیوه زنان و آماده کردن شرایطی برای تسهیل ارتباط با مشاوران، آسیب‌های اجتماعی مانند تهمت‌ها و تحقیرها و آسیب‌های روحی ـ روانی بیوه زنان را کاهش دهد. در بررسی تطبیقی الگوی اسلامی با قوانین ایران نسبت به زنان بیوه، یافته‌ها نشان می‌دهد قوانینی که ایران در رابطه با بیوه زنان وضع کرده به تأمین نیازهای اقتصادی بیوه زنان غیر شاغل مربوط می‌شود که وظیفه اجرای این قوانین بر عهده بهزیستی و کمیته امداد می‌باشد. هم‌چنین دولت با قرار دادن مشاوران در این دو مؤسسه، به مشکلات بیوه زنان در زمینه اجتماعی، اقتصادی، حقوق و ... مشاوره رایگان می‌دهد. با این وجود به مشکلات ناشی از فرهنگ‌ها و نگرش‌های غلط جامعه از جمله سوءظن، تهمت و تحقیر بیوه زنان و مزاحمت‌های جنسی توجهی نشده است، هم‌چنین مشکلات بیوه زنان شاغل هم مغفول مانده است. در همین راستا فرهنگ‌سازی مطلوب به وسیله رسانه‌های عمومی، تأسیس انجمن‌هایی برای خدمات مشاوره‌ای، رفاهی، مالی و توانمندسازی این زنان و هم‌چنین نشریات و سایت‌هایی برای بررسی و رسیدگی به مشکلات بیوه زنان، احتساب خانه داری به عنوان شغل، ایجاد مهدکودک‌های دولتی با امکانات مناسب و به تعداد مورد نیاز، و مهم‌تر از همه، قرار دادن مامورانی برای بازرسی حال بیوه زنان و رسیدگی به شکایات آن‌ها پیشنهادهایی برای کاهش مشکلات بیوه زنان می‌باشد. https://issh.shahed.ac.ir/article_3665_6915849303a3fe93657587cb9c469f00.pdf
