To this end, it has separated the three main stages of the policy design process, namely problem analysis, philosophical and normative principles, and proposed policy analysis, and has tried to explain how Islamic themes influence each of these stages by giving examples. The first stage includes several axes that in at least two axes of expressing the problem and explaining the current situation, we can talk about the possibility of influencing Islamic themes in policy design. The second stage includes two axes: philosophical principles and normative principles, in which Islamic themes play a decisive role in almost all of them. The third stage also includes several axes which, although mainly based on empirical and statistical methods, sometimes we see the effect of Islamic themes in them, and that is in cases where the explanation of reasons for selection or capacities or obstacles to the proposed policy depends on explaining its relationship with Islamic views. has it. این مقاله می‌کوشد با بهره‌گیری از تجارب نگارنده در خلال اجرای طرحی پژوهشی در زم<strong>ی</strong><strong>نه</strong><strong>ٔ</strong> سیاست‌های عفاف و حجاب در ایران، تصویر روشنی از ملزومات روش‌شناختی طراحی سیاست‌های اسلامی در مواجهه با آسیب‌های اجتماعی ارائه دهد. بدین منظور، سه مرحله<strong>ٔ</strong> اصلی فرایند طراحی سیاست یعنی تحلیل مسئله، بررسی مبانی فلسفی و هنجاری و تحلیل سیاست پیشنهادی را تفکیک کرده و کوشیده است چگونگی اثرگذاری مضامین اسلامی در هر یک از این مراحل را با ذکر نمونه توضیح دهد. مرحلهٔ نخست، شامل محورهای متعددی است که دست‌کم در دو محور بیان مسئله و تبیین وضعیت موجود می‌توان از امکان اثرگذاری مضامین اسلامی در طراحی سیاست سخن گفت. مرحلهٔ دوم، دو محور مبانی فلسفی و مبانی هنجاری را دربر می‌گیرد که مضامین اسلامی تقریباً در همهٔ آن‌ها نقشی تعیین‌کننده دارند. مرحلهٔ سوم نیز شامل چندین محور است که هرچند اساساً مبتنی بر روش‌های تجربی و آماری‌اند، گاه تأثیر مضامین اسلامی را در آن‌ها شاهدیم و آن در مواردی است که توضیح دلایل انتخاب یا ظرفیت‌ها یا موانع اجرای سیاست پیشنهادی، بستگی به توضیح نسبت آن با دیدگاه اسلام دارد. https://issh.shahed.ac.ir/article_3754_2e3d2c4f33a7a1f58bc6c81cacd21e9c.pdf
